Celebrating Civic Leadership: 33 Leaders Graduate from Greater Manchester Civic Leadership Programme 2025

Greater Manchester Combined Authority has celebrated a milestone moment as 33 emerging civic leaders graduated from the 2025 Civic Leadership Programme, delivered in partnership with She Leads for Legacy and Flourish Together CIC.

This year’s cohort brought together leaders from diverse backgrounds, each committed to shaping their communities, influencing civic spaces, and strengthening local government representation across the region. Their graduation marks not just the completion of a programme, but the beginning of a collective journey toward lasting, meaningful impact in governance and public office.


Civic Leadership 2025 Programme at a Glance


Running from May to November 2025, the Civic Leadership Programme 2025 blended in-person and online sessions designed to equip participants with the knowledge, confidence, and tools needed to engage with civic roles across Greater Manchester.

Throughout the six months, graduates worked to:

●      Gain a deeper understanding of the role and responsibilities of civic leadership.

●      Learn how to leverage personal and professional networks to influence policy, procedures, and social outcomes.

●      Build strong leadership, communication, and advocacy skills.

●      Strengthen their voice through storytelling and influencing techniques.

●      Explore clear pathways into leadership and civic action; including career development, venture development, and roles across civic society.

This intentional development journey stressed not only capability, but also the confidence to step forward and represent racially minoritised communities with authenticity, courage, and clarity.


Celebrating Leadership and Representation



The graduation ceremony brought together graduates, partners, and key civic leaders in a celebration of progress and diversity in public office across Greater Manchester.

We were honoured to be joined by:

●      Andy Burnham, Mayor of Greater Manchester

●      Kate Green, Deputy Mayor of Greater Manchester

●      Cllr Tom Ross, Leader of Trafford Council

●      Diane Edwards MBE, Chair of the We Lead for Legacy Steering Group

●      Lynne Ridsdale, Chief Executive of Bury Council

Their presence and words underscored the programme’s core purpose; strengthening pathways into civic life and ensuring that leadership across the region reflects the communities it serves. The energy in the room was extraordinary, reinforcing just how powerful representation and intentional leadership can be.


Our Commitment to Diversity


Among the 33 graduates, every participant identified as being from racially minoritised communities. Sixty-eight percent were women and thirty-two percent were men, and all ten boroughs across Greater Manchester were proudly represented. This data demonstrates our commitment to building a truly inclusive talent pipeline for diverse civic leadership.


The Leaders Shaping Tomorrow’s Greater Manchester


These 33 graduates stepped forward with purpose, enthusiasm, and a clear vision for change. They leave the programme equipped to take on civic leadership roles and advance social outcomes.


Many alumni from previous cohorts have already progressed into these civic roles, and this year’s graduates are poised to follow in their footsteps. What stood out most throughout the event was their determination; the kind of determination that strengthens civic institutions, enriches public decision-making, and ensures every community has a voice at the table.

Diverse civic leadership ensures that decision-making reflects the lived experiences of all communities. When public appointees come from varied backgrounds, policies become more responsive, inclusive, and effective.


Greater Manchester is committed to building pathways that open doors for underrepresented voices in governance, ensuring every community has a seat at the table. This programme continues to thrive because of the collaboration and commitment of partners across Greater Manchester.
